Probe the running CPU for available SIMD instruction sets at runtime.
The widest detected vector width and its natural alignment are recorded.
On x86_64 detection uses std::arch::is_x86_feature_detected! (CPUID);
on aarch64 it uses std::arch::is_aarch64_feature_detected!. On any
other architecture no SIMD instructions are reported and a scalar
(width 1, alignment 1) configuration is returned.
