Compliance rules evaluated by the ComplianceMonitor rule engine.
Each rule is parameterised by numeric parameters (e.g. max_position,
margin_pct, kyc_required) and, where a rule needs non-numeric payloads
(e.g. the comma-separated restricted_assets list used by
TradingRestriction), by string_parameters. The latter is kept separate
from parameters so the former stays a clean HashMap<String, f64> as
specified.
