How a norm came to be DeonticStatus::Defeated — Hart/Pollock’s rebutting vs
undercutting distinction. A rebutting defeater asserts the contrary conclusion
(DEFEATER_BIT + an O/P/F opcode); an undercutting defeater (OP_UNDERCUT)
severs the rule’s support without asserting the contrary.
